Even under this Bush Administration, in whole entire America, at every state, local and/or Federal governments as well as some private parties, all have many, many Shelters around to help those homeless people.  In any shelters, they have their own policies to control both homeless people and those shelters' workers/employees.  However, a place like that, no one has ever heard of it.  Portland, Organ is the one of the ten most valuable cities in the whole entire America for it has no tax, but a high educational system. Portland, Organ is a very small but nice city that I visited several times.
